If space is awash with particles, why describing it as a Vacuum?

Solar winds made of ions, photons and particles radiation spread in all directions from home. So why do scientists claim a space for a vacuum when it seems fairly complete for me. This density of the particles must be able to use as a means or power. Reducing the amount of thrust / acceleration needed to travel faster than light.
