What's wrong with my outdoor solar lights?

I got them at Home Depot $ 2.50 each! Too good to be true. I think the batteries are old, but you had to pull a plastic tab out to activate the things. The days are already too short here in Texas so they don't get much direct sun. Does that matter? Also, can I bring then in the house under 2 60 Watt bathroom lights? Or is it the heat from the sun that charges the batteries? Basically I need someone who knows also about outdoor solar lighting.:)
Should I just start over and shell out a little more cash to get some good ones?

The main problem with the solar lights you are describing is that the solar panel is too small to collect enough uv rays to charge the battery. Usually these type of cheaper models require about 12 hours of sun to give you 4-6hrs of light at night. Not a good conversion rate.
It helps to have stronger sunlight - summer sun, rather than winter sun. The bathroom light will not really help so don't bother with that.
Next time you buy the solar outdoor lights, check the solar panel size (bigger is better in this case) and the number of leds. If you have a small solar panel and a lot of leds, this will not charge quickly, and the led's will use whatever battery power is stored during the day very quickly.
Changing the battery could help if the lights were in storage for a long time at Home Depot. Rechargeable batteries will start to lower in quality if not charged every 3 months in strong sunlight.
